You will no doubt remember that

last Autumn I wrote to you about a complaint received

by the Catholic Union concerning the activities of

Mr. R. A. D. Forest about that time Acting Colonial

Secretary at Hong Kong. He is the promoter and

honorary treasurer of a body known as the Hong Kong

Eugenics League which advocates the practice of birth

control in the Colony.

You replied, after enquiry,

that there had been some irregularity in the use of

the Government offices for the purposes of the League

which had then been corrected.

The Council of the Catholic Union has received

a further complaint about the doings of this Eugenics

League which it desires to bring to your notice.
